I can see paying a small yearly fee for potential SAR events. But, your gear is "property" and should be covered by home owner's insurance or even renter's insurance. I had a bike stolen once downtown and Statefarm paid for a new one even though it wasn't stolen from my house.

Some SAR insurance is available with SPOT and Delorme products. Not sure if it can be purchased on its own.

SAR? Colorado has a program, so may the American Alpine club*? You might look into a personal articles rider for your home insurance, I have one for my camera gear: "all hazards" at a reasonable rate (pennies per dollar). Explain your needs/concerns to your insurance agent. Warning: even if covered under your regular policy IIRC general policies REALLY depreciate items such as 'sports equipment" so a rider might provide superior protection even with your regular policy in force. * americanalpineclub.org/p/insurance

Yup, what they said. Renter's and or Homeowners/Property insurance would cover your "stuff", although it's questionable whether they'd cover you cutting holes in your pack to use it as a sling and get someone out (that's an honorable thing to do, for sure, but not exactly an accidental "act of God" incident as far as insurance adjusters are concerned).
SAR insurance is a whole different thing. Yes, you can get some coverage as an add-on through a SPOT Messenger subscription (although read the fine print), as well as here in CO with the purchase of a fishing license (totally worth the 5 bucks even if you never once dip a hook in the water), or through the American Alpine Club. I'm unsure about other policies, although I know some exist. If you're going internationally there are several international Travel and SAR insurance policies, I've looked into and invested in a couple for our own field work in Greenland.
Regarding the costs, your pack & gear is pennies compared to a SAR chopper flight. Put your efforts there first.
