I have had 2 Marmot PreCip jackets, but I did not use them for hiking, just for going to the university and while walking into the city and did not have any issue with them.
Probably the version that you have is not the 2.5L version, because Marmot has been improving NanoPro technology.
After said that I replaced my PreCip jacket for one Artemis jacket wich use NanoPro technology but it uses 2.5L and is more breathable.

I bought Marmot precip jacket last year for my hubby, it was a gift for his new job promotion. After reading your post, when I check that Precip jacket it is still in good condition. I think it's a fine and reliable gift for him. I am satisfied with the quality because my Precip jacket still work very well.

Kind of off topic and non-responsive, but in my experience, wearing stuff to the office is generally harder on it than hiking in it. +1 I try to limit the city use of my good technical gear. Rumi +1 - i try to just use backpacking gear for backpacking and use less expensive consumer grade stuff to the office.

Got a note from Marmot today. Can't fix my Precip, so they're giving me a $100 credit. I'm going back through the comments, but if anyone has a suggestion, I'll consider it.

A Patgonia jacket is doing the same,not sure how old it is, but almost daily use, not sure why the hood, maybe day pack against it as I don't use it. Probably should roll it up to cut down on the abrasion. Other jackets the sleeves seem to go first.

Marmot Precips are known to do that and they don't normally cover them with their warranty.
All 2.5 layer technologies do this but Precips seem to be the worst.
OR will cover any delaminating jacket so if you find a sale on an OR jacket at least they will cover it.
Gore Tex will also cover any delaminating shell and if you don't mind the weight, Cabelas makes some GTX jackets in that price range.
eVent delaminates too and doesn't have an over riding warranty like GTX though it does breathe well.
