Does anyone know if a Tribal Permit is required to travel across reservation land to access Dickinson Park/Bears Ears trailheads in the Wind Rivers? Or, if so, if it's possible to access the Smith Lake Basin from the Shoshone Lake area instead of Dickinson Park/Bears Ears? Thanks.

You can check with GOS in Pinedale, but I'm fairly certain it requires a permit. Shoshone L looks possible from the map anyway.

This was never a problem until a few years ago, when a small land owner on the reservation, suddenly insisted on requiring a permit to traverse his property and actually shut down the Dickinson Park road for a brief time. The last I heard, which is now a little dated, was that a permit was required to traverse his short bit of property, but my very long time contact, a BLM manager in Lander, has retired in the past 3 years, so I don't know the absolute current status.
A brief search on the web shows nothing has changed and a permit is still required.
But why on God's Green Earth would you even attempt to hike all the way from Shoshone Lk to get to Smith Lk, when it's just an easy 2 hr hike if you get the permit ? There's absolutely nothing special about Smith Lk that would make me want to take a laborious "Long Cut" vs just buying a Tribal permit and a 1/2 day hike.
