I saw the SkySaver SKS 260 Rescue Pack, what can help, if your building is in fire. But it is almost 1000 dollar. Could you suggest an other alternatives, to rescue, for civil people. (amateur, not an mountaineer)?

I had a look. Seems to me a device that can give some peace of mind to people that in reality (that is when a fire is raging and can't get out any other way) will still not use anyway. You need an anchoring point on top of the window you intend to use. So do you have one in every room ? Most non-climbers are not going to climb out of a window and let themselves drop down 200" (or 100...) attached with a rope, but I could be wrong...

Sounds like some air assault training is in order. A couple of ropes and a D-ring and you'll be in business.
