Most of the time, the term "touron" is used in a condescending manner, simultaneously putting down others while positioning the user as clearly much more intelligent. It is also used to group others which the user deems less enlightened into one big group which is not clearly defined. It is a derisive tern.
Additionally, some things I think are stupid, like leaving on a backpacking trip without leaving an itinerary with another trusted person, others think is appropriate.
I prefer to label acts. What the woman in the video did was stupid, though she may otherwise be highly intelligent and wise. And yes, we all do stupid things in all manner of situations from time to time. So far I have survived all my stupid decisions.

I was going to say that it's always "Touron Season" here in the suburbs. Now that it's started to warm up a bit the local "multi use trails" are getting some traffic. How three or even two people can block a 10 foot wide trail and seem totally unprepared for a cyclist that approaches from behind...oh well just part of living where I do. That begs the real question. Why do I live here??? *wanders off muttering to himself, blocking the trail, oblivious to all around him...*

Up here we call 'em Flatlanders...usually preceded by some descriptive adjective of choice.

I was backpacking with my know it all sister-in-law. After dinner she walked in a circle around our camp distributing uneaten food to share the food with the critters, at an alpine lake.

Out doing a six mile day hiker at a state park near a college. Yea, met a lot of hikers college age. Boo, ran into a group of kids dressed stoners (oh for yesteryear) hiking barefoot two miles in. Maybe, not boo. Wish.
