The area is BLM administered federal land with the strip of land around the Owyhee River protected as wilderness. Broadening the protected area would allow a buffer zone around that wilderness. There is very little private ranching land in that area. The land is more valuable protected than it is developed.

I love going out in the, Idaho, Owyhees. Owyhee country is about the size of the state of Massachusetts and contains less then 2 (1.7 the last time I checked) people per square mile. Most of the population lives near the county seat in a town called Murphy; do not speed through Murphy. Besides cows the biggest legal business is wite water sports in the spring time.
The silver taken from the surface mines, near Silver City, was what the North used to finance the Civil War. I found it amazing, to look around where the mining for silver happened, to realize that the pits dug on the surface was where silver was just laying on top of the ground.
There is a road leading off into the desert with a large sign that basically reads, 'from here on out you are on your own.'
There are many small airports in the Owyhees where heorin is stored for distrubtion to the western states. Staying away from the small airports is a must do in wandering around the Owyhees. Otherwise the Owyhees are a great place to go to get lost.

Federal land is like food stamps for cattle. So the vast majority of ranchers in that area vote to continue the "food stamp program" that fattens their cattle. Between nearly-free grazing privileges and healthy ecosystems, it's not too surprising which those ranchers favor.

That's about the size of Yellowstone. I don't know the area but value preservation.
I agree that cattle leases for Federal Lands are a welfare program of sorts. Saw an article recently that showed the Bundys were in several welfaresque programs in addition to the cattle leases they didn't pay for for two decades.
