Anyone know of a nice, fairly compact, mitten in that range? Waterproofing is a huge plus.

EMS Altitude mitten. Basically a shell (sorta waterproof) and a pair of liners. Surprisingly warm.
If you would be happy with just plain mittens I can highly recommend the 66 North fleece ones I picked up in Iceland. Not waterproof, but very nice otherwise.

I do like glove liners and mitten shells. The warmth of mittens but when needed the dexterity of a light glove. Works nice for camera work.
