I have been using Avenza with maps I make myself for hiking and camping. The program works really well and has the Motor Vehicle Use Maps for the National Forests in the store. However, I have found some limitations. One limitation is the size of the maps you can import, the other being the 3 map limit for the free version. I am thinking of upgrading to get rid of the map limit, but I think that map size limitation has something to do with the program itself. And there may be features of other programs I did not know I could use.
I was wondering if anyone knows of other apps for android besides Avenza that allow you to import geo-referenced pdf (or TIFF) files that you can then use offline.

Not free but Backcountry Navigator for Android has good reviews. I use Avenza as it's free and don't have any issues with map limit. I keep a dozen or so on my device, read in 3 at a time for the relevant routes.
