Coming to this a little bit late, but I've done both those trips (Pictured Rocks and the Porkies) around that time of year. The earlier you go, the less problem you'll have with bugs. The biting black flies at PR are unbelievable. They bite through fabric, so beware. I wore my rain jacket most of the time because they couldn't bite through the plastic. The Porkies have sections that aren't as buggy, but anything by the lake or the several rivers can be tough too.
Both hikes are gorgeous. Pictured Rocks will likely seem busier than the Porkies because there's really only one route. There are so many possible routes at the Porkies that people spread out quite a bit more. I was at PR last June and didn't have to reserve backcountry campsites (though they do ask you to provide an itinerary), but all the site areas had a bunch of people there. It wasn't unpleasant though. It was definitely not crowded anywhere but at the campsites. Most of the time I've spent in the Porkies (April-November), I have seen at most a handful of people in 3-4 day trips.

I have to agree about Pictured Rocks and the biting flies. I did the 40 miles last June. It would have been perfect if I had packed a mosquito shirt, seriously. The flies bit through my (think t-shirt fabric) shirt but I was wearing a woven pants and they didn't bite through those. Be aware of socks too. One cheap pair they would bite through another one they ignored. With all that being said, it is a beautiful area. I would do it again but I would be more prepared. The shuttle service worked out great. Getting campsites weren't an issue for me at that time. I got mine the week before I went.
