men in the 18 to 34 age group are the worst offenders. This was the target group for the "Don't Mess With Texas" campaign in the late 80s, early 90s. It worked really well at reducing roadside litter. As time has gone on, however, the message is being forgotten. To reach the demographic again, Lukas Nelson, son of Willie Nelson, is featured in the ad campaign singing the song his dad sang in 1989. Kind of a neat "circle of life" thing.

Hungry Jack Smaller world - in a previous life (many years ago - before moving to WV) I lived on Burling and then on the corner of Burling and Oakdale... I'm sure the neighborhood has changed quite a bit since then.

Dammm the neighborhood has sure cleaned up (just looked at Google streetview). Wow. Had no idea this little corner is so popular! 60657 has seen the highest appreciation of housing prices since the bust. Lincoln Park is totally picked over so people have turned to East Lakeview. There are four house projects just down the block--three tear downs and a gut. One of the tear downs, a condo bldg on a double lot, became a 11,000 sq ft home! Needless to say, the neighbors are skeptical as it is completely out of character here. But but it has become a great block--so close to Broadway and Clark/Diversey, but a very quiet street with huge trees and now a park.

Things are ever changing in the city, hopefully in the long run with trend for the better. Though after watching our new glorious-dictator-for-life tout his latest bow for the pig on the riverfront yesterday I wonder.
BTW new low in local playgrounds today... Found a bunch of ripped off small limbs and leaves all piled under one of the structures. Luckily all were green 'cause some dumbass appears to have spent several boxes of matches trying to get them to start.

Anyone else here think this country needs a nationwide deposit law on cans and bottles? It would clean up streets and put some money in the pockets of those guys who scour Chicago alleyways.

Calling it a deposit is disingenuous because it is not an effective disincentive until it impacts demand on the product. It is just another 'sin tax' that will likely be misappropriated. Regulations impact the profits of an assortment of industries that would lobby against it. If the revenues were used to mitigate the problem, I could support it, but how many voters will believe that will happen? I'm pretty skeptical about certain libertarian ideas; chief among them is that people, or institutions respond rationally (the elasticity of demand as a function of price along a smooth curve). In reality, many commodities are perceived as a necessity, so small increments in price don't change behavior. The price of gasoline can increase a lot before people start car pooling.

It's not about reducing demand by raising the price to reduce litter.
It's about giving people an economic incentive to not litter, and give others an incentive to pick it up.
It has been 30 years since I worked in northern Michigan during my college summers. But I rarely saw empties in the heavily tourists area where I worked. And I made a few extra bucks each week by when the regattas came to town and everyone partied.
I don't even know if MI still has its deposit law. But when I was there it seemed to remove a significant source of litter.
