The land manager is an agency. I suspect Ralph, despite his merits and talents, is not a member. Well then you should've said " what" is the land managing agency, not " who". Under absarokanaut 's game rules, bylaw 45.112, article 39, sub-paragraph J, I hitherto & forthwith demand an immediate appeal, a third-party arbitration, and an overall judicial review. I have been torted by this derelictly malfeasoned criminality! Can't I just say I'm sorry? Sorry is the hardest word.

I'll hazard a guess:
UD Dept of the Interior's Bureau of Land Management is the agency that governs the Granite Mountain Wilderness in Montana.

UD Dept of the Interior's Bureau of Land Management is the agency that governs the Granite Mountain Wilderness in Montana. Good guess, but not quite. New hint: The mountain range in which the photos were taken is part of the Greater Yellowstone Ecosystem (GYE). The GYE contains parts of three states: Idaho, Montana, and Wyoming. The peak pointed out in my photos is the range and state high point. The high points of Wyoming and Montana are within the GYE. The high point of Idaho in not within the GYE. Both my photos focused westward toward the state high point. So, the land manager in question is east of the state high point. But the photos were taken from areas under two different land managers. The second photo was from the nearer land manager. The first photo was from the more distant land manager. driftwoody mentions "Granite Mountain" in Montana. Granite Peak is the Montana state high point. But Granite Peak is not the peak I pointed out in my photos Soooo, that leaves the Wyoming state high point and the land managers of the areas east of that high point. And it's not the closest one.
ETA: This mountain range has been a popular destination in the Rocky Mountain Forum.

The bigliest hints so far. East of the Wyoming state high point, west to east are:
(A) The Fitzpatrick Wilderness Area under the US Forest Service (B) The Wind River Reserve under the Wind River Indian Reservation (C) The town of Riverton The most colossal of all hints: Neither photo was taken from downtown Riverton.

Pinedale Ranger District in the Bridger Teton National Forest, Gannet Peak being the highest point.

Gannet Peak being the highest point. This part is correct, with two "t"s, Gannett Peak

Oops on the misspelling. I found a government website listing the Pinedale Ranger District in Bridger Teton, but apparently that's not the type of land management you meant. Is it the BLM? If not, I'm currently at a loss.

The little A-frame station on the way to Elkhart Park is my second favorite one after another in Dixie NF. Staffed by some of the happiest people I’ve ever talked with.

The Pinedale Ranger District is part of the Bridger National Forest which administers the west slope of the Wind River Range. The east slope is managed by (A) the Wind River Ranger District of the Shoshone National Forest, Fitzpatrick Wilderness (my second photo) and by (B) another agency, in which a large part of the east slope Wind Rivers is located, and in which I also took the first photo.
So (B) is ....

So the Wind River Indian Reservation is your answer, I take it, and it's your turn.
And you got the jealously-guarded bonus point.
