It looks like a flowery lichen. But, I don't know if that's a thing. I bet bp2go (Steve) would know. Nice Flickr page, by the way.

I'm going to say it is a blue lichen growing on the remains of a stump. Best I can offer at this point.

I'm going to say it is a blue lichen growing on the remains of a stump. I will look it up but I didn't think of it sitting on the remains of a stump. I didn't examine it that close but that is a good idea.

My best guess is Moon Lichen. Or maybe a Hammered Shield Lichen.
