I've never been there either but this summer on one of my hikes I saw something similar that made me cringe. I think some people just assume that because they are in the "wilderness" that it decay before the next person comes along. After all it's the wilderness and not many come go there. Not trying to pick on women but I had always though that they were more concerned about such things but I had another experience or two that has removed that stereotype from my mind.

I used to see the Wind Rivers every morning when I got up at 8,000' in the Sage Steppe of the Absaroka Foothills. The other side of the range has become the backpacking mecca of the planet. The Dubois area and Reservation areas also got hammered with people this summer but I'm guessing the areas talked about in that forum saw record visitation. We're all hoping COVID-19 was a blip because there was !@#$ everywhere in the dispersed vehicle camping frontcountry up and down the time zone. I've never seen close to the number of mensa rejects I did this past summer.

The neighboring Bighorn National Forest in the West Tensleep basin put in a special order for human waste four years to protect the waters of the Cloud Peak Wilderness. When the BNF went to write the SO to make folks pack out their poo, they looked around through the FS to find an acceptable template, and found there were only two NF's that had effective orders that could be enforced.
The last 3-4 years, in Wyoming, both the US Attorneys and the Federal magistrates have deflected or dropped wilderness violations. FS LEO's and Front Line managers have tried to keep Wilderness Rangers from issuing tickets, though they have the authority, in wilderness. Under pressure from Western US Senators and House Reps, especially Utah and Idaho, the FS and BLM leadership wants designated Wilderness to fail as a component of land management. The Bridger Teton NF is unlikely to step up and manage visitation and use in the Wind River range wilderness.

Do you remember the Malcom Wallop Ads with the porta potty on the packhorse? Of course the idea of inconvenience not being tolerated in the backcountry goes back a lot farther than that.

FWIW, in 2019 when I passed through the Elkhart-to-Titcomb arterial in the Winds, rangers were definitely issuing tickets for illegal camps. I don't know about enforcement of those fines and what happens if people don't pay them. OTOH, I can see where enforcing a fecal waste removal requirement could be nearly impossible, unless you caught someone in flagrante delicto in the back country. But, of course, there are enough people that follow rules (or try to) even without a meaningful threat of enforcement that rules can make a difference.

According to my Wilderness Ranger friends, catching individuals would be neigh impossible, but, we now have sovereign citizens that would challenge the Rangers into action. The other point they bring up is groups, like outfitters, scouts, and church groups that operate around a base camp are almost easy. Groups have been cited, then worked out an "education" deal with the District Ranger or LEO and had the tickets dismissed.
