I have a friend in her 70's who lives alone and needs a camp stove for power outages. This is not for camping or backpacking but for back yard use in emergencies. She has severe arthritis and needs something inexpensive, simple to operate, light and reliable. Every stove I have or have used is unable to meet all 4 criteria. I would guess a cartridge stove would fit the bill as being cheap, simple and light, but the only one I have used was unreliable.
I would appreciate any suggestions as to a reliable, not too expensive cartridge stove, or other alternative.

I'd probably go with a coleman propane stove, something like this: link. We use a similar stove for car camping that operates on white gas, but propane is easier to deal with.

I have a version of that Coleman stove for car camping. Works well and yes I think it is pretty easy to use. (mine is the Classic )

Just one thing: emphatically and repeatedly warn her NOT to use it in her home. No matter if it’s raining and she’s tempted.
That’s a very fast track to carbon monoxide poisoning amongst other hazards.

Though they have the same problems as the Coleman camp stoves, there are butane cartridge stoves available at most Asian markets for less than $20. The butane cartridges are a lot cheaper than isopropane (backpacking canister fuel) as well. I bought one for experimentation back when I was "stove crazy". (I still haven't recovered.) The one pictured below is sold at Home Depot for ~$22. They don't match the performance of the isopropane (canister) or white gas stoves backpackers use, but they're good enough. www.homedepot.com/p/GASONE-9-000-BTU-Butane-Gas-Portable-Stove-GS-3000/310727178I'm sure they have them on Amazon and other places as well. I got mine at the local Chinese grocery for just over $10.

I second Gabby's recommendation above. We've always used them in my family for Japanese dishes that involve cooking at the table. They're light, clean, easy to use and pretty much foolproof. Don't have to worry about gas leaking or being left on. I'm sure they say it's intended for outdoor use only but I can guarantee that Asian families use them indoors all the time -- as do Asian restaurants, for that matter. They don't do well in really cold temps.

It’s a very real hazard.

She went for the one Gabby suggested. I will remind her about the safety issues. Thank you all very much for the help. It may seem like a small thing but she feels much less anxious now.

With stoves that have the built in canister. on the side you need to make sure the pot does not extend to an area close to the gas canister. Five years ago here in Australia the Govenment issued a warning and took most of them out of the market.

On comment on the Coleman stoves, those tiny knobs tent to stick in the closed position, and this could be a challenge for someone with serious arthritis.

For impromptu emergencies... a simple "cat can" stove I'm picturing my mother when she was in her 70's, with arthritis, trying to use a DIY alcohol stove... and burning the house down. ETA: *Said with a teasing tone.
