This event has played out in some strange ways, which I'm still trying to sort out. If I can do that, I'll post an update. Interesting turns of events have occurred and I'm unsure what the real underlying situation is. rebeccad , something similar occurred back in the mid to later 1990s, when I started teaching crafts courses. I wanted to present them as real courses, not just something tucked in-between sports classes in community programs. Created what I thought was a good description, using words and phrases not normally used, and also created a syllabus for each course, along with sourcing information for supplies, and links to online references. I began collecting community ed brochures to identify programs which didn't yet offer the courses I taught, then I'd contact them to see if they were interested. On one occasion, I found a description of a course with phrases unique, and identical, to mine. So I knew that someone was copying my work. It wasn't that big of a deal, but it was offensive that someone would just outright use the same descriptions I had, and present it as his/her own. And it could be a nominal loss of money if folks went to that community for the class instead of where I was teaching.
