"Wilderness Rangers are documenting misuse of these permits. An example is people leaving the trail for extended periods and then returning where they left off well past when they were permitted to be traveling through an area."
I'd call that a pretty flagrant violation. If your permit says you will be out on July 30 and you are on the trail in August under the same permit, not cool and in violation of the permit. Seems to me the governing authorities need to do a little wordsmithing to define "continuous travel".

On trail zero days aren’t their concern, and are fine. This issue seems mostly centered on Inyo NF reacting to a quadrupling of traffic volume in one year over a pass that leads to a popular out of the wilderness resupply point Onion Valley, mileages and geography work out for this to be a reasonable place to get stocked back up. What they seem to be looking at is spending a week or two out of the wilderness at a condo in Mammoth, not a day slacking at Lake South America. It would appear their real concern is the Kearsarge Pass to Onion Valley corridor quadrupling of volume and thus visitor impact. Which I can understand as a similar corridor, Trail Crest to Whitney Portal is a mess despite everything they try to do.

Inyo has updated its wording per Mt. Williamson Motel. & Basecamp to clarify “reasonable” resupply breaks for JMT travelers is okay. www.fs.usda.gov/main/inyo/passes-permits/recreation“ You must start on the entry date and trail stated for the permit to be valid. Provide the exit date and trail so the permit includes the entire trip. You will need your basic travel plan to complete your reservation. If you have a break in continuous wilderness travel, a new permit would be required from the agency where the next section of your trip begins. The Inyo National Forest will make an exception for JMT hikers to exit for a reasonable period of time necessary for resupply”
